Innovative companies are well positioned to:<\/p><ul><li>Deliver creative, out-of-the-box solutions<\/li><li>Speed up transitions in sectors like energy, mobility, and food<\/li><li>Make work more engaging and meaningful<\/li><\/ul><p>Meanwhile, public organizations offer:<\/p><ul><li>A wide range of complex societal challenges<\/li><li>A stable, supportive environment for experimentation<\/li><li>Credibility, access to networks, and potential for scale<\/li><\/ul><p>So, in theory there is a match. Innovation partnerships, for instance, make up just 0.01% of all tenders published on TED (Tenders Electronic Daily) in 2023. Procedures are often complex, rigid, and don\u2019t match the way innovation works in practice.<\/p><p>Common problems in current procurement practices include:<\/p><ul><li>A focus on existing, proven solutions<\/li><li>Risk-aversion and legal complexity<\/li><li>Technical over-specification<\/li><li>High entry barriers for startups and SMEs<\/li><\/ul><p>Innovation-friendly procurement requires<strong> extra capabilities<\/strong>: time, knowledge, planning, budget, contract management \u2014 and most importantly, a mindset shift.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4110956 elementor-widget elementor-widget-spacer\" data-id=\"4110956\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d7a9a61 elementor-widget elementor-widget-text-editor\" data-id=\"d7a9a61\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h5><span class=\"NormalTextRun SCXW86318803 BCX8\">So<\/span><span class=\"NormalTextRun SCXW86318803 BCX8\"> what can we do?<\/span><\/h5>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cf9f1af elementor-widget elementor-widget-text-editor\" data-id=\"cf9f1af\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The session offered a toolkit of practical ideas to make procurement more innovation-friendly, such as:<\/p><ol><li><strong>Keep the conversation going<\/strong><br \/>Dialogue during a procurement process is not forbidden. Within legal boundaries, transparent engagement with all parties can unlock better results. <\/li><li><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Plan for scaling from the start<\/strong><br \/><\/span><\/span>Consider early on what to do if an innovation turns out to be successful. Are colleagues or other departments already involved? Is there a path to scale?<\/li><li><strong>Let contract requirements evolve<\/strong><br \/>You can allow the requirements in a contract to increase gradually over time. This encourages innovation and sustainability by giving space for development during implementation.<\/li><li><strong>Allow room for changes and innovation during the contract term<\/strong><br \/>Formulate goal-driven award criteria that leave room for innovation.
